In February 2023, the National Health Commission and other four ministries and commissions jointly issued and implemented the Measures for Ethical Review of Life Sciences and Medical Research Involving People (hereinafter referred to as the Measures). The "Measures" fully consider the development of life sciences, the demand of applications such as Internet and big data analysis for ethical governance management of medical research activities, and there are many positive interpretations of the "Measures", such as clarifying the entrustment mechanism of ethical review. This comment mainly focuses on the review of research using human biological samples and data, the newly added applicable objects of the Measures, the problems that should be paid attention to in practice, and the relevant matters that should be reminded to applicable institutions and their personnel.
